More than 11,000 people have starred a GitHub project built to forcibly strip Copilot, Recall and other AI features from Windows 11. Microsoft finally got the message.
On Friday, Pavan Davuluri, EVP of Windows and Devices, said the company will be "more intentional about how and where Copilot integrates across Windows." In practice, that means pulling Copilot out of built-in apps like Snipping Tool, Photos, Widgets and Notepad.
The pushback wasn't just consumers. Enterprise IT admins raised concerns after Microsoft began auto-deploying Copilot features into M365 environments without asking.
But Microsoft isn't retreating from AI. It's redirecting it to where people actually pay.
Eleven days before the consumer rollback, the company launched Wave 3, its biggest enterprise AI release yet. The centerpiece: a partnership with Anthropic to bring Claude into Microsoft 365 Copilot, making it the first major productivity suite where AI picks between multiple model providers depending on the task.
"Zero-shot artifact creation is nothing more than a parlor trick," said Judson Althoff, CEO of Microsoft Commercial Business, in the Wave 3 announcement. "Models can reason over data, produce draft documents, presentations and spreadsheets, but they do not understand work."
That's a striking thing for one of Microsoft's top executives to say. He's effectively acknowledging that generating a quick draft or summary was never the endgame. The real play is enterprise agents that work across your email, calendar, documents and team communications, understanding the full context of what you're doing.
The enterprise numbers back it up:
- Copilot paid seats are growing more than 160% year over year, with 90% of Fortune 500 companies now using it
- In just two months of Agent 365 preview, tens of millions of agents have appeared in the platform's registry
- Internally, Microsoft has more than 500,000 agents running across the company, generating over 65,000 responses a day for employees
Althoff said customers told Microsoft the existing E5 tier was no longer sufficient and they wanted one integrated solution rather than stitching tools together. The answer is Microsoft 365 E7, priced at $99 per user per month starting May 1. It bundles Copilot, Agent 365 and enterprise security. Agent 365 alone runs $15 per user per month.
Not everyone is reading the room the same way. Google is going the opposite direction, pushing Gemini deeper into Chrome with agentic features that can browse the web and handle multi-step tasks on your behalf.
There's evidence Microsoft's consumer retreat makes sense, though. Even among developers, Anthropic's 2026 Agentic Coding Trends Report found that people can fully delegate only between zero and 20% of their tasks to AI. One engineer in the report summed it up: "I'm primarily using AI in cases where I know what the answer should be or should look like."
If that's true for the people building the software, you can imagine how useful Copilot in Notepad felt for everyone else.

Microsoft spent two years treating every Windows surface as a Copilot opportunity and learned what should have been obvious: more surface area doesn't mean more value. The pivot to a $99-per-user enterprise suite with Anthropic's Claude underneath is a bigger and more defensible business than AI-assisted Paint ever was. With more than 500,000 agents already running inside Microsoft alone, the company's real test isn't deploying AI anymore. It's governing the AI that's already there.
